Add per-asset settings

Create a new section in the Asset Settings pane for per-asset settings, which will show selected proration options when deploying assets.

This section will only appear under any asset type if providers have proration enabled for at least one asset.

Customers in billing groups will now have the Asset Settings pane enabled, showing the settings inherited from the assigned group.

If a customer is in a group, the Asset Settings pane will be set to read-only.
